As of August 1998, GP40PH (formerly designated. GP40TC) The 199 was the first to undergo rebuilding at Wilmington, Delaware to work train specifications. The 199 is got a new turbocharger , ditch lights and a new cab signal unit. the 192 and 193 are to get a similar rebuild that the 199 got; the 199's front plate has been removed.  The 197 and 194 are still in the Boston work train pool and 195 was taken out of storage at Beech Grove and assigned to the Fort Worth area of Texas to switch express box cars. GP40PH 198 is operable but has many problems that need to be fixed and therefore has been assigned to Beech Grove as a shop unit

Renumbered 520-527 to make way for the new P-42's

June 2004 NORFOLK SOUTHERN TO REBUILD LOCOMOTIVES FOR AMTRAK
Norfolk Southern has received a contract from Amtrak for 8 GP38H-3 locomotives. These locomotives will be rebuilt at the Juniata Locomotive Shop in Altoona, PA. The rebuilt Amtrak locomotives will carry Amtrak road numbers 520-527. These "new" locomotives will be converted from the cores of retired GP40TC's.
